The U.S. public health system is most effective when the federal government partners with partner organizations to respond to emerging epidemics and other natural and man-made disasters, train public health personnel, communicate public health information, put science into practice, and evaluate the effectiveness of public health services. The Consolidated Contract (ConCon) websites are designed for use by the State Department of Health (DOH) and the 35 Local Health Jurisdictions (LHJ) that contractually receive state and federal funding from various programs within the DOH for local public health departments. Public health partners have the reach, influence, access and capacity to coordinate an effective public health response and strengthen public health systems and services. A key role for public health partners is to provide capacity building support to ensure an effective and efficient public health system and workforce. The Center for State, Tribal, Local, and Territorial Support (CSTLTS) coordinates funding opportunities that provide support for capacity building of beneficiaries. CSTLTS also administers the Preventive Health and Health Services Global Grant, which provides funding to the 50 states, the District of Columbia, 2 Native American tribes, and 8 U.S. territories to address their unique public health needs in innovative and locally defined ways.
